I think it could be a woman. Lots of older women choose to wear their hair short. and a light blue polo shirt is pretty gender neutral. sometimes it's hard to tell. especially from behind. the arms/legs/shoes do look pretty mannish though.
my last word confirmation was hymbelly. which looks like hymn belly. which I think would be a style of singing church hymns (loud, from the belly: "sing it out real hymbelly!").
I'm totally kidding. It actually looks quite a bit like my aunt, but she lives in Ohio and takes her poodle with her everywhere, so I'm fairly certain that's not her.
Ok - first of all I am not getting THAT old. and secondly this is not the angle I was viewing this person from when I thought it might be a woman. He/she was in motion and the hair looked like it was in a low bun. It could just be a really sturdy grandma.
